The mark consists of a dark blue rectangle framed by black and gold borders. At the top of the rectangle, there are four gold medals set out horizontally and comprised of the following shapes left-to-right: a shield, an ornate oval, a flower shape and a circle set against a dark blue background. In the horizontal center of the rectangle, directly below this, is a wavy red and white background inset on a gold background. At the bottom of the rectangle inside the boarders is a single red bar stripe.
