Fresh hemp, dried hemp, hemp derivatives, and hemp infused products used primarily for smoking, namely, extracts, resins, hashes, and concentrates; non-tobacco cigarettes, herbal cigarettes, pre-packaged smokeable hemp flower, dried hemp flower for smoking, pre-rolled hemp cigars, pre-rolled hemp cigarettes, hemp pre-rolls coated in hemp extract; smokable hemp products, namely, loose dried hemp and smokable hemp flower; herbs for smoking; all of the foregoing containing ingredients solely derived from hemp with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis.
