The mark consists of a large three-dimensional five-pointed star in the center of a circle comprised of a solid line, with a background of three-dimensional rays coming out of the center of the circle behind the star. The left side of the top point of the five pointed star in the center of the mark has an irregular broken line. Outside of the center circle is a larger circle divided into smaller circles by five solid lines, creating steadily larger circles as they go outwards. Within the division caused by the third and fourth lines, is a ring of smaller sized five-pointed stars, in a pattern inter-changing larger stars with smaller stars. Beyond the fifth line in the larger circle is another solid line creating a sixth segment to the circle.
