The mark consists of a series of rings with the first being a large dark navy blue circle, the second being a light steel grey circle, and the third being another dark navy blue circle where the words SHIELD DOWN are written in all capital letters positioned in the center above the silhouette of a red PHEONIX with its wings extended upward, curling slightly to the center of the specimen, that includes five wing components on the left and right wings, with six red tail feathers spread out below the specimen, and the PHEONIX's head facing to the left wing outlined by a white silhouette of the red PHEONIX that has a dark blue SHIELD positioned in the center of its chest depicting THREE WHITE STARS centered from left to right with the center WHITE STAR being slightly larger than the WHITE STAR to the left and to the right on the top of the SHIELD's frame with FOUR LATERAL RED LINES and FIVE LATERAL WHITE LINES with the LATERAL WHITE LINES on the left and right of the shield curling down and meeting at the center point of the dark blue SHIELD, the PHEONIX is surrounded by a THIN STEEL GREY CIRCLE and outside of the THIN WHITE CIRCLE below the SHIELD DOWN text written in capital letters centered at the top of the specimen are two WHITE STARS positioned under each end of SHIELD DOWN at the top of the specimen, where the text EMPOWERING VETERANS written in white capital letters extends from left to right down the left side of the specimen inside the first steel grey ring and outside of the steel grey ring surrounding the PHEONIX in the center, punctuated by a WHITE STAR centered at the bottom of the specimen, and the text HONORING LEGACIES written in white capital letters going from left to right, trailing upward towards the SHIELD DOWN text and is punctuated by the white star below the "N" in the SHIELD DOWN capital letters at the top of the specimen on the right side of the specimen.
