Directly below the crown is a lady who has a full head of black wavy hair. She is wearing a corset and a skirt with tassels. She is also wearing a cape and necklace. She is wearing two armbands and a pair of high heal boots with knee shingles. She is standing on four rocks pulling a sword out of a book. On her left side is a lion and on her right side is a lion. Both lions are branded with a scale, which consists of a legal scale with the letter q in one sale and the letter j in the other scale. Below the lion is a bald eagle with his head turned slightly to the right. This eagle has four layers of feathers, and each wing is fully extended.
