The mark consists of a set of balance scales appearing at the near-neutral position; the scales having a tapered base with a flat bottom, upon the front of which appears a nuclear trefoil; resting upon the stand of the scale appears a fouled admiralty anchor; the anchor rode wrapped twice around the fulcrum of the scales and once around the anchor, with the excess rode resting across the face of the base of the scales and over the right hand (as viewed) taper of the base, partially obscuring a portion of the lowermost part of the nuclear trefoil and the majority of the bottom of the base of the scales.
