Herbs for smoking, namely, smokeable Industrial Hemp products in the nature of dried Industrial Hemp flower and leaves manufactured in the form of and packaged using the traditional processes of cigarette production using only Industrial Hemp and no tobacco, all of the foregoing derived solely from Industrial Hemp as it is defined in US CODE 2015 Title 7 CH 88 Subch VII Sec 5940 and subsequently in Public Law 115-334, entitled "Agriculture Improvement Act of 2018'' as the plant Cannabis sativa L. and any part of such plant, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis
