Hemp cigarettes; hemp cigars; cigarettes and cigars containing tobacco substitutes not for medical purposes; cigarette rolling papers, namely, hemp pre-rolls and rolling papers; hemp cigar wrappers; dried hemp being herbs for smoking; all of the hemp in the aforementioned goods having a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis; pre-rolled cigarettes containing delta-9 tetrahydrocannabinol and other cannabinoids solely derived from industrial hemp with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis; electronic cigarette liquid (e-liquid) comprised of vegetable glycerin and flavorings, other than essential oils, containing cannabidiol (delta-9 tetrahydrocannabinol) extracted solely from industrial hemp flower with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis; dried hemp flower for smoking purposes obtained solely from hemp with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis; smokers' articles, namely, grinders for use with hemp, dried hemp for smoking; derivatives of hemp, namely, processed resins and oils in the nature of electronic cigarette liquids (e-liquid) comprised of flavorings in liquid form, other than essential oils, used to refill electronic cigarette cartridges for use in electronic cigarettes and oral smokeless vaporizers; smokers' articles, namely, smoking pipes, smoking herb pouches for use with hemp, lighters for smokers, oral vaporizers for smokers; all of the foregoing containing, derived from or for use with cannabis with a delta-9 tetrahydrocannabinol concentration of not more than 0.3% dry weight basis
