The mark consists of a dark blue circle containing four quadrants. In the top-left quadrant, there are four red dots. In the top-right quadrant, there are four green dots. In the bottom-left quadrant, there are four yellow dots, and in the bottom-right quadrant, there are four light blue dots. For each quadrant, the three dots along the axes are connected by a thin line of the same color, and the outside dot is standalone. The four quadrants are vertically split down the middle by six white dots, with the top two dots being connected by a thin white line, and the bottom two dots being connected with a thin white line. Outside of the dark blue circle, there is a band of white, followed by another, equal-sized, band of dark blue.
