The mark consists of an outline of a symmetrical three cornered shield, with one point forming an apex pointed downward; the face of the shield containing three horizontally aligned stars near the top border of the shield, with the middle star larger than the other two stars; in the lower half of the shield face, a field separated from the outline of the shield by a boundary line and the upper edges of the field field forming a first "V" shape extending upwardly; a silhouette of an eagle head and neck nested in and extending upwardly from the bottom of the first "V" shape of the field; and two intersecting lines spaced from and extending downwardly from the boundary line into the field forming a second "V" shape parallel to the first "V" shape, with one intersecting line forming the left side of the second "V" shape extending beyond the other intersecting line and to the boundary line at the lower left of the field.
