The certification mark, as used or intended to be used by persons authorized by the certifier, certifies or is intended to certify that the services provided are in compliance with federal and state public utility commission regulations, state public utility commission registrations, federal, state and local taxing authority requirements and that the person authorized by the certifier can lawfully serve as an aggregating carrier of telecommunications services, and has, on behalf of its resellers, paid all taxes and fees in accordance with all relevant statutues and has properly reported and maintained records for such taxes and fees.
