The mark consists of a circular image with a gold rectangle and black outline going across the middle. Inside the rectangle are two rectangles on top of each other with curved edges. The inner rectangle is gold with a white border with the stylized black wording "XIII". The rectangle beneath it is colored red with a white border with a white star on the right and left side. The circular image has a gold outer edge with the wording "IX XII XII" in black on top and "I XIV XIV V XXIV" in black on the bottom. Above the rectangle in the middle is the stylized image of an eagle in white, black and yellow, with decorative imagery colored white and gold around it. Underneath the rectangle there's several red vertical lines connecting to the bottom of the circle, wth a blue background underneath.
