The mark consists of a circle with a faint lower gray outline comprised of the image of four open hands, each slightly overlapping, with the thumb of each hand pointing towards the center of the circle and otherwise laid out in the following manner: the hands placed at the so-called noon to three and six to nine clock positions are the color teal blue, and the hands placed at the nine to noon and three to six clock positions are the color royal blue; the negative space in the center of the circle is white and resembles a pinwheel; over all of which are the block letters "ILNC" slightly arched written in gold and outlined in royal blue.
