The mark consists of two kissing birds touching at the beak surrounded by a stylized crest, broken in the top area of the crest by the silhouette of the birds. Five stars appear directly above the crest design, curving in an arc pattern with the middle star being the largest and gradually decreasing in size. A fleur de lis design appears underneath the birds inside the crest design. Directly underneath the crest are two laurel leaf branches curved to the right and the left with the numbers "MMXV" directly above the center of the intersecting leaves. The entire design appears inside a shaded circle which is surrounded by a wide circle followed by a thin singular dark line circle followed immediately by a slightly wider singular line circle.
