Inside the innermost circle stand three curved bands forming a rainbow, which stand above a stylized sailing ship on waves. The sail of the ship is formed by a stylized Chinese character. Below all of these design elements are three Chinese characters. At the very bottom stands the stylized wording "OCTF", in which the "O" intersects with the "C". The letter "O" also has a shaded dot inside it.
