The mark consists of a dark blue circle within which the number "30" in large white block font with a smaller yellow plus sign superscripted at the top right of the "30". Outside the dark blue circle is a thick ring in the lighter shade of blue with a transparent gap between; inside the lighter blue thick ring appears the words "FUELING HIGHER STANDARDS", in white block capital letters, and a line of white dashes to complete a circular shape, which in turn is surrounded by small triangles in the same lighter shade of blue to create an outer ring as if to look like a seal. Across the bottom of the predominantly blue seal image is a horizontal yellow banner inside of which appear the words "YEARS OF SAFETY" in block capital letters that are dark blue in color. There is a transparent slanted line of space between the visual impression of the ribbon-shaped ends of the banner to separate from the main portion of the banner on both the left and right side. The color white appearing in the mark between the inner circle and outer circle, between the outer circle and triangles, and between the edges of the main portion of the banner and its ribbon edges represents background, outlining, shading and/or transparent areas.
