The orange circle closest to the center blue circle contains two white hands engaged in a handshake where the features of the hand and wrist are outlined in orange, and where the handshake appears on top of two white pieces of paper which are also outlined in orange; the second-from-center orange circle contains three rows of white squares where the top row has one square, the middle row has two squares, and the bottom row has three squares, and where all the rows are connected by white lines; the third-from-center orange circle contains one white hand holding a scroll, where the features of the hand and wrist are outlined in orange, handing the scroll to an open white hand, where the features of the hand are outlined in orange.
