The mark consists of a straight red line on top of which is a blade. The blade covers the red line over which it sits. The blade is very close to the left margin and the majority of the line is to the right. The blade is a round circle with a thick black outline. There are 14 symmetrical breaks in the blade for white slats that protrude inward. The slats are wider at the top in a square shape and then become thinner to approach a rounded pencil point in appearance. Inside the thick black line is a thin gold outline that follows the circle and follows the outline of the inward protrusions. Inside the lighter gold outline is a darker gold color that fills the main part of the design. There is a concentric circle in the center of the blade. That circle is outlined in black and colored inside in a royal blue color. At the top, right, bottom and left side of the blue color are 4 white ovals outlined in black. In the middle of the blue circle and found between the 4 white ovals is a vertical oval outlined thickly in light blue and colored black in the center.
