The mark consists of a red six-pointed star with a thinly-bordered white star appearing just within the edges of the red star. The white letters "T", "L", and "C" appear respectively within the three top points of the red star, and the white letters "E", "M", and "S" appear within the points of the bottom three points of the red star. Centered within the red star is a caduceus-like symbol in which the two gray rope-like elements twist around a white pole topped with a blue circle with a thin black border. The rope-like elements terminate behind a red heart design at the base of the outstretched wing element. The space between the white pole and the twisting rope-like elements is black except where the rope-like element wraps around the red heart.
