The blue field is surrounded by a light orange to orange array touching the inside lines of an interior blue lined oval. Placed on the dark to light orange array adjoining the interior blue oval on the left are red letters spelling "ELIS" outlined in blue, while on the right is the red letters spelling "LIGHT" outlined in blue, with the "E" in "ELIS" overlapping the interior blue lined oval on the left. On the right the letter "T" overlaps the edges of the interior blue oval. Between the interior blue lined oval and exterior blue lined oval is white space. The outer blue lined oval incases the interior elements of the design. Below the outer oval are the words "Emergency Location Identification System" in black.
