The colors of red, white, blue, gold and black appear in the design with black used for two concentric circles encasing the above wording and two stars on each side of the letters "USA." Centered inside the smaller circle is a gold eagle with wings extended, drawn in black and sitting on a banner outlined and shaded in black. Below the banner is two crossed American flags in red, white and blue on gold flag poles outlined in black. Below the flags is a gold panel with black lettering of "TAKUNI KOKIPE SNI." Below the panel is a shield with vertical perpendicular alternating lines of red and white stripes. Superimposed on the shield are two right hands in blue partial sleeves and white cuffs in the attitude of a handshake....the left sleeve is a civilian suit and the right sleeve is a Naval officer uniform with two gold rank stripes and a gold star.
