Financial affairs, namely, financial analysis and consultation, financial exchange, financial forecasting, financial information in the nature of rates of exchange, financial information provided by electronic means, financial management, financial planning, financial planning consultation, financial research, financial consultation and management of payment systems related to transfer, payment and compensation of payment instrument values; monetary affairs, namely, monetary exchange, electronic exchange of money, acquisition and transfer of monetary claims; currency exchange; in each case, such services to be offered by a Central Bank to persons and business located in the United States doing business in or having financial transactions in the countries of the West African Economic and Monetary Union and to exclude debit or credit card services
