The mark consists of a design in the shape of the head of an eagle connected to an oblong half circle which begins at the edge of the bottom of the eagle's beak connected to a straight line extending to another larger oblong half circle which is completed above the top beak of the eagle and not touching the eagle's head; the words First Observer appear inside the two half circles; along the bottom of the straight line below the head of the eagle is a shape of a sharp pointed triangle at approximately 30 degree angle from the straight line; along the bottom of the straight line beginning at the letter "O" is a shape of a triangle with rounded angles which extends the length of the word "Observer "at approximately at a 15 degree angle from the straight line.
