There is an inner circle with the representation of an eagle in flight on a shaded background with the date "Dec. 7, 1941" at the top of the shaded background and with the phrase "Lest We Forget" at the bottom of the shaded background. There are two stars at the top and two stars at the bottom of the inner circle.
