A subscriber-based advisory alert broadcast system which maintains a subscriber database for purposes of enabling the subscribers to receive video, voice, pictures and text multi-media advisory alerts warning of emergency situations and general community interest advisories, namely, neighborhood crime watch services, school emergencies which might result in lock downs, evacuations to a secure holding center or early dismissals, in the subscriber's specific geographic area and providing an advertising module executable at the notification computer which is configured to select advertisement content from a database of advertisers located within the geographical location associated with the advisory alert, all via a global computer network associated with the pre-assigned geographic area and customized for individual and specific users based on the user's preferences
