The mark consists of a flying eagle with its talons open with a red and white body, a white head outlined in red; with three five pointed stars below it in a loose u shaped form. The stars are outlined in red, with the inner lines of the stars in red. The inside of the star is shaded in white. The letter "E" is below the lefthand side wing of the eagle and is green colored. The letter "P" is located between both wings above the eagle's head and is the color green. The letter "I" is below the righthand side wing of the eagle and is green in color.
