Cleaning of buildings; custodial services; janitorial services; plant operation and maintenance services, namely, maintenance and repair of food service equipment and of heating, air conditioning, ventilation, lighting, electrical, gas, fuel oil, water and mechanical systems and equipment; construction management, planning and supervision; all of the foregoing services rendered primarily to educational institutions and municipalities
